News - LSC Transitions Bulletin #2

This is the second Bulletin from the Third Sector National Learning Alliance, as part of the support programme for voluntary and third sector providers, as the Learning and Skills Council undergoes major changes.

By 2010, there will be new structures and arrangements for the planning and allocation of funds for education and training in both 16-18 and post-19 adult age groups.

In this week’s Bulletin….

Adult Learning:
The Skills Funding Agency, from April 2010, will be the single funding provider for adult skills in England outside of higher education. Its main function will be to direct around £4 billion of funding to further education colleges and other skills providers including the voluntary and third sectors.

Learning for Young People:
 For young people there will be a new national body, the Young People's Learning Agency (YPLA), which will support local authorities in their new role in commissioning and funding 14-19 provision.

National Commissioning Framework for Young People:
The National Commissioning Framework (NCF) will be developed and published in April 2010, with the arrangements for planning, commissioning and procuring funding becoming operational from the latter part of 2010.
