Dear
Colleagues
I am
writing
to seek
your
urgent
response
to a
request
for
information
concerning
the
impact
of
funding
cuts on
you and
your
members.
You may
be aware
of the
recently
published
AoC
survey
suggesting
that
colleges
will
experience
a 16%
reduction
in their
ALR
allocations
in the
coming
year,
with a
predication
that for
157
Group of
colleges
it may
be
around
21%.
HOLEX,
while
not able
to
provide
a
definitive
figure,
is
suggesting
that
funding
cuts to
former
External
institutions
are at
least
comparable
with
these
figures
leading
to
concerns
about
institutional
collapse.
At
present,
we are
not able
to gauge
the
possible
impact
of these
cuts on
third
sector
providers
but both
TSNLA
and
NIACE
want to
ensure
third
sector
concerns
are
articulated
strongly
in any
analyses
and
advocacy.
At the
January
meeting
of the
LSC’s
External
Advisory
Group (EAG),
an
equality
impact
assessment
of ALR
funding
allocations
for
2010/11
was
requested
and that
this
should
include
providers’
perspectives.
I
understand
this is
going
ahead
and
should
be
reported
at the
next EAG
meeting
on 23rd
March at
which
TSNLA
will be
represented.
As I’m
sure you
will
understand,
it is
important
that
evidence
of the
implications
for
third
sector
providers,
and
particularly
the
communities
they
serve,
are
included
in that
process
and the
follow-on
discussions.
In view
of this,
I would
be very
grateful
if you
could
provide
any of
the
following
information:
-
indications
of
cuts
to
directly-contracted
provision,
detailing:
how
many
programmes,
numbers/
types
of
learners
affected,
and
funding
sources;
and
-
indications
of
cuts
to
sub-contracted
provision,
detailing
how
many
programmes,
numbers/
types
of
learners
affected,
and
funding
sources.
I would
be very
grateful
if you
could
send
your
response
to
Rachel
Hughes (rachel.hughes@niace.org.uk)
by
Friday
12th
March.
Information
will be
used
anonymously
and
individual
providers
will not
be
quoted
or
identified
without
their
express
permission.
We would
respect
any
requests
to keep
information
off the
record.
I am
sorry
about
the
short
timescale
but hope
that
between
us we
can
produce
sufficient
evidence
to
identify
some key
themes
and
issues
for
third
sector
providers
and
learners.
Best
wishes
Jane
